That would kill the atmosphere completely. Maybe if an inmate or worker with the name Benny Hill was in the chase, but it should happen very rarely. And also it should not happen in the alpha. This is the phase of feature development.

I think if they have a private shower in their cell area, it is added to them personally, but a public shower area designation seems a must, if you want to use it that way.

I disagree. The delays are only 12 hours and you can have many of them unlocked in paralell, if you have the money (which you get from government sponsoring). It is a complex system that needs management, while still retaining its own freedom, so you can only turn and twist a few options (foundation, hiring people) and watch the complex system slowly change its behavior.
