The program itself doesn't matter so much, as there are a number of them that can handle it. As stated, though, you need to know what you're dealing with. Answers come from within. Also, you don't need a hex-editor to find the clue I'm trying to direct you too... even a simple text-editor can see it.

Another general idea that may be worth looking into, if the engine supports it, is overlapping territories - either plonk two or three players down in the same territory, or have each player double-up on the next player's territory in a round-robin fashion.
