here's a little trick I learned some poeple hesitate to join empty games so add 2 AI to your game. This will show up as 3 of 6 poeple ingame on the server list so people will join quicker. And as they join remove the AI players.

Your probly playing on a speed server where the world is small (half size). You get less room to put stuff down and you get less time to put stuff down (specialy when game is at 20x speed)

I had a simular problem before. Heres what I do now. Make it so team switching is on. And if you run into this problem again switch teams until you find the one that still has nukes. and fire them off.

It's a bright yellow flashing nuclear icon. Pretty easy to spot if your desktop is not clutered and you don't have allot of programs running. Just one hey what's that is all it takes to bring down the show.

Yea that screen shot was done for showing a ton of nukes going. (to show the curvature of the world) It's normaly not like that.
