Yeah, my friend played a game of this with you the other day. It's an absolutely amazing mod. My only complaint with this mod (other then all the small technicalities) is the fact that there aren't many others who play it.

This mod goes great with Speed Defcon by the way. Loads of fun.

I encountered the exact same error. I agree with the aforementioned. Uninstall Defcon from whatever directory you're using now, and install it to a different one (for example what I used was C:/Program Files/Defcon1). This cleared up any problems I had. I've had bad experiences with deleting game directories before. The game would then compeltely corrupt and never work on the same computer henceforth.
