Very similar bug here, I think, but nothing (rezone infirmary, morgue or move staff into zone) seem to work... There is already the fence, at the postion, where your staff door was, so your deliverysection is enclosed by fences and the cell block without any doors. just rebuild your staffdoor at the fence. this is a known bug. if your building a wall and place a door afterwards, while your wall isnt finishe...

Try looking behind your staff door to deliveries. There's a fence there, so nobody can get through. Remove that section and it works. Tried that, and the builds still won't build the new cells. Is it just me, or is the working routing totally busted now ?

New offices at the bottom, and new cells at the top, all with content marked 'no route' yet you can direct workers there manually OK.

Nothing obvious (remmber the issue occurs wiht these latest Omega things as well as the offical Toshiba ones) on Google, or the openGL part of the driver control panel.
I'll fire off an email to Toshiba about it, you never know, they might buy the game :-)
