Just one unit would not work because it would upset the rock-paper-scissors balance of the game, and I don't really understand Chesscon, but I really like the rest of the ideas. Especially the scenario one.
The turn-based one looks good too.

Just as you pick targets now. You select the silo and pick the targets. Then you could hit said button for all qued silos and they would launch on the targets you had chosen for them. Really its just pust in a delay, an extra step in launching. Though you could focus on other things while your silo...

Anything engulfed in the white plume of a nuke is destroyed. So targeting land where you think there's a building is a sound strategy. Nukes can also hit ships, though obviously they are not very effective.
