I do agree with this. If your going to have a lock down then have the death row cell block locked down.

I experienced it too. But there is a solution. Put as many visitor booths as you want and have one visitor table. Or build some walls put the visitor table inside and get a door and select Locked shut. Make sure the room is also marked as visitation

why don't you turn off gangs? And if you have problems with solitary just put them in lock down. Or build a lot of solitary. Maybe even a whole cell block but solitary

I checked the needs part of the reports and it comes up with all red for freedom! There are windows everywhere so what else do I need to do?
