Answering myself.

Fixed by checking Disable display scaling on high DPI settings on the compatibility settings.

Trying to get Defcon to run on my new laptop. When Defcon starts up it is running full screen but it is only showing the lower left hand portion of the main defcon start up screen. I can't see a way to start up in windowed mode. Are there any command line options I can throw on the exe to try to get...
