What happens is probably that you have way more workers than working spaces so a lot of workers just use the time as free time.
Also which is your reoffending rate? Making them happy is easy, the hard thing is lowering the reoffending rate.

In mail room try to have as much sorting desks as prisoners working there. Also maybe the same number of tables, maybe the half, not sure. To solve this problem there is a workaround. Have in mind that they are going to be very upset, maybe its not the best to put all of them together in a canteen. I could suggest that that yard for each cell be actually a yard, so you can set yard hours, and each one will go to their own yard. maybe you could do the same with a 1x1 shower room. ...

Prisoners will only dig on cells or dormitories at sleep time, with tools. Nothing less, nothing more.

I think it would be a nice feature being able to choose where the main road will be located. It could be in the middle or in the left, instead of always in the right. Additionally I think it would also be nice to make that road horizontal, instead of always vertical.
