Yes, they replaced the clone tool's location with Quick Build, and now Clone is under that setting. It confused me as well, but I found it again after looking carefully.

For myself, I now put toilets in the showers. Since I have small cell blocks linked to a central shower, they can use the toilet and shower all in the same period of time.

Some people put showers in their cell blocks and have an hour of lockup to take care of this.
