I figured it out. I had two mail rooms so nothing was getting done. The prisoners in one would sort and the prisoners in the other would just walk around.

I have a fairly large prison now and the mail room has become useless. Before, the mail room worked; prisoners sorted the mail and put them in satchels, but now the sorted and unsorted mail piles up and the satchels sit empty. In the Jobs tab everything for the mail room is queued, but nothing ever ...
