It's because once you give out those tools, you can't take them back (unless you re-write the code so the Dev tools no longer work, ha ha). There's a very fine line between someone modifying the parameters of the game while still leaving the framework alone, and someone outright reverse-engineering ...

I'm with you about the idea of Escape Mode being more realistic, but I think instead of a point system it should be more of a organic "tier" style; to start with, you have to work to gain your stats, you only earn "reputation" by committing acts in front of other inmates, and you...

What you're looking for is the file which contains NPC values - a save file only consists of the world data itself, not the character definitions. Anyone do any work on that or know where to look?
