Not sure if this is true elsewhere, but here in the USA, pot is common slang for marijuana. Although things are changing, having a pot plant in your office is still against the law in many places in the US, while having a potted plant in your office is not.

I've always considered the time element in PA to be different from ordinary time, even though PA uses regular time terminology. For example, Solitary Confinement uses "hours" instead of "days". Would a 2-hour solitary confinement really have any impact on a prisoner in real life?...

Having things in their cells to help meet their needs will help keep your prisoners happy. For example, a weights bench will allow a prisoner to fulfill the exercise need even if the prisoner is locked down.
