If there are no holding cells though what happens to the prisoners? Do they get left in the halls?

If you don't have a holding cell what happens to them? For for instance if every cell in the prison is a quality 3, and there are no holding cells (straight from delivery to reception to quality 3 cell for intake) what happens?
