If you put them to work, that means you will have dead teachers, dead foreman. If you let them out of their cells, those super-volatiles will get close to one instigator at some point. And at the same time... If you don't, their freedom/clothing needs will always be high. BTW, do lower secs service ...

I figured my inmates wouldn't get to class in time and would have lower chances of success because of that.
I rescheduled the most important classes to 1h after the work time starts, so everyone would have enough time to get there (and it helped a lot).
