the central server problem is fairly simple. For a thing similar to InterNic, we'd set up a simple webpage that registers/deregisters you with a big list. this is really (really) easy to implement in an ASP page (plus brinkster give free hosting for ASP and database stuff) anyways, spleen has set up...

ah yes multiplayer! well, the game would ONLY be mulitplayer. Each server on the map would actually be a small server program running on pc's on the internet.
