for me it took about 1-2 game days for prisoners to be transferred.
The same also happend when a prisoner got downgraded from 10 to 0. It took a while, but he got transferred.

its not just the sleep. once a prisoner is zone-locked, he'll bounce around inside the zone in search of a toilet until he just let it run.
