One problem is that prisoners reading when a execution is called stop moving completely, and are just stuck there. I had to forcibly put them in lockdown to do anything.

If you restart the game, it resets the danger zones and it will allow the staff to leave the area.

I have my guards search a cell every time they do something bad. I haven't had much in the way of problems, and I try to do a shakedown every day and half or so, during a time that doesn't cause much annoyance to the prisoners (and they aren't moving)

Yeah, saving and reloading resets a lot of the jobs, and it will usually get done fairly quickly. Same if he you get a glitched "Too Dangerous" squares.
