I think we've determined that the deliveries room no longer needs to be anywhere near the road.

Answering questions with questions is unhelpful.

I had fridges in a non-kitchen area or not the currently active kitchen serving the active cantine.

DISMANTLE ALL UNUSED FRIDGES

Now I am having this problem too!! No food is being delivered! I don't know why!

Is this true in current version?

I'm sorry but I don't know.. check my other post. I think food delivery "Just Happens" when the kitchen / canteens are set up right.

BUt I'll add your symptom to my list.
