There is a tutorial included in th Blue Sky demo.
Just go to Start -> Programs -> Blue Sky and there is a nice html walkthrough for the 3 levels in the game.

Blue Sky is released and Digital Hazard is still under development.

Don`t go for crap like Visual Basic just because it is imple to learn. You will soon find that you need more and start learning C++ ... so go directly for C++
