Yes I have this problem too. Most of the prisons I make are maximum security and your escape mode character will always be medium which means that I have to dezone the whole prison to shared which is annoying but not game breaking. How do I enter escape mode? Deliberately cause a failure condition to get myself locked up? Or is this some kind of option/feature I have not found yet?

I like to edit my save and change solitary punishment for murder from 240 to 999999. Which essentially locks him away forever, however to avoid the daily kickoff that solitary block is gonna have to be relatively comfortable cells. Leave the armed guards by there, FF on. Stop placing cells within the nearest 10 squares by a wall. Use that space for showers, yard. cleaning/laundry, solitary, or other rooms they can't dig out.
