The critical point is the leader: Whenever he is in lockdown or solitary, the whole prison (not just the gang members!) will go nuts.
Since gang leaders have to be legendary prisoners and legendary prisoners tend to misbehave the gang leaders will frequently face punishment.

Lowering their demand is the contrary of the original intention of the event system: making the mid/end game harder.

I think at some point the devs mentioned, that there will be no such system.

IMO, such a system is not really necessary: It's no simulation and I, personally, don't think I feel like having an eye on my guards, like they were the bad guys.

Any time there is a direct path for a prisoner to escape, they will go into escape mode. So if you had 2 doors and they were both open at the same time, any prisoner who could path it directly, would try. I found airlock entrances to be incredibly useful with this issue. I also don't see, why non-gang prisoners should even bother, when the leader of the Reds is punished for owning contraband. At the moment the whole prison goes berserk, no matter what kind of connection the individuals have to the incarcerated leader.
