14. I had 4 gang members dead in my medical ward for a very long time. I fixed it with giving them (the dead bodies) a permanent punishment and then ended it again. The guards picked them up afterwards and transported them away. So yeah, looks like a bug to me.

Same happens to the infected counter- save the game, close it, load it up again and the counter is gone.

It is still extremely tedious. Imagine a prison with 500 people and one or two moments of not being 100% on the edge... half the people infected. It's spreading extremely fast. Why so complicated? Why not let the guard towers simply supress inmates in a range of x if a guard is using it? In the end it is pretty much the same- prisoners behave more as the guard effect is increased and you actually didn't needed to invent some strange super complicated new gameplay mechanic ...

Which makes perfectly sense. I've never heard of a western prison where the director more or less randomly ordered death penalities. It's simply not their job.
