The issue has been around for a while and is currently set as "acknowledged" on Mantis. I guess it might be harder to fix than it seems.

As of Update 3 you should be able to change your entry to female. Checked mine and the option was there.

I'm not positive, but I believe they don't plan on releasing their development menu.

As Trixi pointed out, mods are probably your best bet, aside from altering your prison files in a text editor (Notepad and the like).

As xander said, if you could add your information on the issue here, that would probably be pretty helpful. I'm not really sure how much IV reads the general section for bug reports.

You can find the Artbook and Soundtrack here: C:\Program Files (x86)\Steam\steamapps\common\Prison Architect\DLC (your program files may not be (x86) though, but you get the idea).
