IMO the problem is that reform programs like group therapy, education, personal therapy, ... are under the work categorie.

I think prisoners only get food in cell or solitary if you have set them to permanent. They wil get their food when it's eating time in the regime, so they won't get any food when you don't have it in the regime.

I agree with Taxen2. Having traits for guards would cause to much micromanagement. I agree with having guards arrive via car when hired to prevent guard spamming at riots. I also wouldn't mind guards having some needs like bladder/bowel, food, sleep to replace the tired system. Although having guard...

I think a better option would be that healing by a doctor costs money.
So feeding your prisoners cooked food, should be a lot cheaper than having them healed by doctors all the time.

Path finding is closely linked to assigning jobs based on proximity. Since they are working on the latter, it is likely that they are also improving the former. (at least I hope so)

Why are you making it so complicated? BTW, CO2 can perfectly be used for small scale solid fire extinguishing. Especially if somebody clothes are on fire, you would prefer to use CO2. CO2 is often not so usefull against liquids though, because if you can't extiguish it entirely, it will catch fire a...

Some system would be a great addition though. Especially behavioral therapy by a psychologist should be able to reduce the severety of bad traits.
