The way you did it should have worked, not sure why it didn't. I can only guess that maybe the cells you were moving them to weren't zoned correctly?

You aren't wrong, those extra capacitors aren't doing anything. Same with the extra water pumps.

I'm just wondering; are there more people out there with some sort of OSD? Playing with an On Screen Display? So I made a new prison and the solitary confinement seems to be working fine so yeah it's most likely just my save file that's having a bug. Is there anyway that I can export everything I made from the outdated save file to a new save file or do I have to start in square one? Thanks btw :D start ov...

Zoning a room and then zooming into it will highlight the objects needed for that room. I think that's about the best you're going to get.

You can unzone the holding cell and the prisoners will be moved to cells if there are any available. Then just rezone the holding cell. I am not talking about them being moved to cells, I am talking about being able to use the holding cell when all cells are full and my prisoners still going to eat...
