I like this. I alway hide away my generators so they never get destroyed. It would be interesting if the key elements were taken out to retaliate against the player.

I like it. The devs did say during the death row rollout that they were unsure when and where PA is based.

I personally think being able to transfer a prisoner out of your prison would completely ruin any challenge. If you want a low security prison you should get minimum security prisoners. I was thinking more of my Protective custody prisoners. I don't want to keep them, and I don't want to build them...

At least if you can't execute high risk prisoners, you should be able to at least transfer them to another facility. Like if your trying to build just a low secuirty prison you could have to pay a fee to transfer a certain prisoner to another prison. This could be unlocked in the bureaucracy system ...

You could also have a tick "1:1 with guard" Or "2:1 with guards". This could be used with legendary prisoners and this way a prison guard(s) will be right there if anything was to fly off. Or someone who is branded a snitch or ex law can be put on a 1:1 if there is not enough roo...

You should be able to build a staff enhancement wing. This would have rooms that can be staff only class rooms. Like a self defense class in a boxing room of some sort, which would enable the staff member to be better at hand to hand combat. Maybe an indoor shooting range, to improve accuracy of arm...
