I was thinking maybe a "no mans land" zone. That you could zone and anyone within the zone would be shot at by nearby armed guards. Or dog handlers would release dogs on them. Maybe it could apply the "escaping" property to the prisoner to trigger the reactions.

This looks awesome. I like the idea of solar power. You could use this to power a remote set of offices or self-contained maximum security wing. It would be nice to download a developer version of the game. Either through the Steam Store by entering a key and unlocking it or by going to the downloads section on the Introversion site and downloading a separate developer build. This way you could run your testing, mods, and anything you wanted...
