Currently its not possible to achieve one due to performance. The problem is once you complete the security grants, you ONLY receive MaxSec prisoners which tend to have extremely long sentences. I tried it and got upto day 87 with 1070 prisoners, however the performance is just so miserable that its...

Of course if they plan to continually improve both sides of the ball, with giving players more levers and making AI more robust, I haven't an issue. As long as the spreadsheets OCD side of the game remains as optional as possible. Im pretty sure this is now the case. And, maybe not as easily to see...

Ah and a tiny suggestion: Maybe make the manual kitchen linking system and the manual class schedule a final tier research option? This way new players wont accidentally stumble upon it and start crying, but instead get a basic idea what they can expect from the description in the research screen. D...

Its not a mod issue.

You started your prison with continuous intake on, and you probably fullfilled all security related grants. Im not sure why, but this causes the game to only deliver MaxSec prisoners after fullfilling those grants....
Only way around this is to modify the savegame.

What you're missing with the kitchen-canteen linking and cook deployment is that canteens don't currently take a running average of expected attendance individually, and they don't know in advance how many inmates they're expected to get, only how many Eat next prison-wide, instead of a by-canteen ...
