Yeah, I've activated the mod when starting a new prison, before and after loading an existing one, etc. None of those actions seemed to change anything, unfortunately

Yeah, I have this issue as well. I don't have quite as many guards as you do, but the ones I do have tend to be quite lazy when a prisoner has begun an escape attempt.
