I note that your Solitary Cells are 3 tiles plus a door. You can make them one tile plus a door. You also do not need the Solitary Door; a standard Jail Door works as well.
It is a matter of aesthetics and personal taste. Just wanted to offer it as an option, not a suggestion.

I agree with the OP. Riots are game killers. Especially bad when you don't have 100 to 300 to hire the riot squads.
