That's a really cool idea.
Maybe the guards should have more of a "shift schedule" like the 6am guards coming in have to themselves be searched from contraband as well before they can enter the prison...(more realistic I suppose)

Okay so in my experience so far the men seem to inhibit more aggression and frustration in their respective prisons, however the women's prison require more equipment, more rooms, and they still keep you on your toes... I've only had this issue happen to me if I deleted the "Delivery" area in my prison.
As far as I know, once you do re-create a delivery zone the trucks should come back around and drop off all your materials.
