Completely agree wih you on this one. My 1000+ inmate prison always have a queue in front of all shops during work hours of atleast 20 prisoners each.

Does it expand the range of hot water?

I agree. I have never complained about new features in any game before, but once i loaded up my prison in update 5, I realized i have to rebuild it all to fit the boilers because of their limited range.

At least give us the hot water big pipe option for unlimited range, expensive is OK.

I too am having some trouble with my reform program mod. Debug is showing its loading the reform_programs.txt, but my changes doesn't show up in-game. What am I doing wrong?
