Lower your punishment rates. Increase your solitary cells built. I tend to run about 10% of the population in solitary at any given time so if you have 200 prisoners I would need 20 solitary cells, or more. towers are taller than the walls. it doesnt need to be 3x3 because the guy in the tower looks over the wall anyway. you dont build the tower as part of the wall, you build it next to the wall and it sees over.
