A prisoner manually stuffed into solitary is suppressed. No shower, no exercise, no food, no toilet, no bed. Suppressed. It shouldn't be a problem if you have a couple workers to spare to handle the ferrying, and the two shops are close together.

The guard let the one escapee out on the first day of having prisoners.. The escapes happened that night. Low risk prisoners gophered out on the first night while the workers were busy building the perimeter fence. Today in a new game, my inmates weren't even in the holding cell for more than 4 hour...

might be a conflict between the designation of a workshop (assignable personnel) and the recognition of a cell block.
I would doubt the wisdom in allowing such close access to tools and toilets in the layout, unless you're running a vocational resort and not a prison.

Had an interesting first delivery of 8 low risk prisoners. I had a metal detector at the holding cell entrance, and one outside the main cantina entrance. One prisoner decided he didn't want to go through the Cantina checkpoint, and decided to path through two staff doors and three large jail doors ...

Hotracking isn't as effective as I thought. You'd need about 8 solid hours of free/lockdown time, so you can, at best, double up the beds in a holding cell. Handy information to have, since more prisoners means more money. Trouble with solitary cells is that they cost almost as much as a normal cell...

Probably, although I had no trouble with causing riots anyway. Last build I ran through, they'd pick fights as soon as they were off Suppression because they'd miss meals/free time. By the time I gave up I had two staff and three prisoners dead, and they were breaking more stuff than I could repair ...

In theory, you could get away with a holding cell and a lot of solitary confinement blocks. it's cheaper to pen a lot of prisoners into the holding cells if they're equipped with showers and beds, and let out to stretch the legs every now and again. Rush to unlock prison policy and set every offense...

I've found that biting off too much at once gets you into trouble. Building a holding cell, a six-office block, meal facilities, common room, etc and a cell block all at once will keep workers tied up on huge projects and never quite finish any of them, Heaven forbid you should overqueue them and ha...
