Very interesting, waiting for the next part of Alpha 13. I can't make a self-sustainable (at least for long) prison, and it looks like you'll explain a bunch of stuff that are non-obvious, especially prison labour and how to and when to satisfy needs.

How did you manage 120 prisoners? I don't have enough income to support that kind of growth, even after completing all the grants. What am I missing?

Well, I was just really, really dumb. The grant didn't complete because I never marked the room an infirmary. *facepalm* :|

What makes a Medical Ward one?

So I have an infirmary, two doctors, and a psychologist, but the medical ward requirement won't complete. Do I need a specific number of beds or something? It doesn't say anywhere.

Yes, you have to wall/fence them in between buildings, or they'll just try to make a run for it. It took me a few games to figure this out too.
