What is there to object to? I think I've already said your idea makes sense, but in the same way walking across electrified water doesn't make sense to you, shutting off an entire prison because of a broken washer doesn't make sense to me at all. Thats pretty much my whole issue with that approach....

couldn't we make workers immune to electricity to show that they have the knowledge of neutralizing it before commencing repair work? To have an intensive to do this, it should reduce the effects of the violation, maybe in stead of 30k a death it only 15 or 10k. But still, just having to many deaths should be penalized. If I may be so bold, as opposed to adding a completely new piece of utility equipment to the mix, couldn't we make workers immune to electricity to show that they have the knowledge of neutralizing it before commencing repair work? For what its worth, I think the game could benefit from a little more attention to the staff of the prison. Right now they just go about their business 24/7 never needing a wee, never needing food, and never needing rest. Unless they are robots, this is highly unorthodox. I think in the policy page ...
