Weapons and tools were used in the past. I read the change log to mean that prisoners will use them more often and/or more intelligently. Pure speculation, but I also assumed this change was due to prisoners sometimes not using weapons and/or tools when they should be, which probably went unnoticed...

They will use weapons in fights, tools for escape. But what I mostly wondering is Lighter. They are still categorized Luxuries rather than Destructive contraband. I would say this is just a hangup of how the system works, considering you are not really meant to put a bed in solitary any more then you are meant to put a sink in the morgue.
