About the state, anything which outside your map is the state, no matter where they are. If the state is not present, so where the soldiers, riot polices, medics come from? As I saw in the IV video, wood industry will come for sure but If they can expand with ore mining would be cool. In the end we will have our resources to make license plate. I think it should activate to usable object when something which needs education or religion coming. For now I didn't see anything need to improving their skills to use, maybe soon workshop will do better by educate them.
But it's use for fire fuel for now. :)

IMO what they can craft will depends on personal skills or intelligence. This one is interesting, if someone could not craft something because they can't, they may asking for some help from someone they have a good relations and have the skill they need.
