Had the same issue except my guards went nuts and killed 84 prisoners in about 3 mins. Call from CEO threatening to sack me. Had to open my save file and edit the line "Staffneeds = True" to "Staffneeds = False" to turn off staff needs.

Ok, managed to get my laundry working after rebuilding my prison. Seems to work well now for some reason. I have however noticed one slightly irritating issue and that is the person pushing the laundry trolley move about as fast as a prehistoric glacier moving uphill with a strong headwind.
