They only sleep during free time in certain hours so if you move your whole regime forward/back it should be fine

Give them a little free time in the morning as they will fulfil their needs and also they won't be all in the same place so less chance of everybody starting to join in riots

Is he permanently in the monitor zone when you assign him to the room ?

Try dismantling and rebuilding the cameras and monitors. Try turning power off then back on. Exit then reload the save
