I also agree that the training programs shouldn't be voluntary - rather, you should open as many slots as you want and those slots will be filled automatically by any guard.

I could see features like allowing prisoners to swim, boat patrols and escape via swimming coming into the game, but I'm not really sure why IV introduced lakes this early when anything related is probably months, if not years, away.

I know sniper rifles are planned for the game, but I have to hope that regular rifles/pistols are introduced as well. Shotguns are hard to just shoot one person with, and can result in more friendly fire as mentioned here. Actually, I don't see any reason why you couldn't arm your guards with a pist...

Only comment I have is about the fingerprint door - in the event of a power outage, I would very much imagine the door simply wouldn't open. If it became a jail door, a key could open the door, defeating the entire point. It would be a risk to take. I would also suggest a door type, and yes xander, ...

I disagree with xander; buying prisons could be implemented with the "tamper with anything" mentality included. If you want to download the prisons off the workshop and use them, go for it, but if you want to play the game as a businessman/architect with an ever expanding realm, you would ...
