I have the same bug. And it applies to everything, meaning that when you placed an object or foundation they will build it and you are not able to cancel the order :(

Maybe dog patrols could just get another "patrol colour"? So that you can have guard and dog patrols separate but still able to use the same tiles in their patrol route? (If the same tile is used by both patrol types, the colour is split half/half to indicate this)

I think thats a good idea! Especially since you have to research prison labour and deployment before you could build a laundry.
