Suggestion #1 Why don't you implement Double Cells ? This would give an option to the player (architect) to put 2 prisoners in one cell. I had an idea...
And if in alpha 10 or higher, IVsoftware implemented a way to upload our prison designs/game saves to the server and then the community could download it...

I think that would be a great idea...
