I had a prisoner trigger the detector and then showed up nothing when the guards searched him. I noticed he went straight to the loo, so I then manually searched there and found tools. Coincidence?

I set a fence up by the road on one play through and it had a gap of two for prisoners to come through. Subsequently the prisoners weren't unloaded even though my guards could move to the prisoners. I've been thinking on it some more, and I think random events need not be obvious events (such as in sim city).
