Yes, it's a known bug (number 67 in the mantis bug tracker). From what I've seen it doesn't seem to affect anything else, and the icon your prisoner turns into when sleeping seems fairly random.
I have several shape-shifting inmates at my prison who reveal their true form when they sleep! :p

My own thoughts on this is that the fully-featured clone tool should actually just be available at the start of the game. I'd much rather be researching new room types or more furniture rather than additional levels of a (IMO) somewhat boring tool. Currently the most I've used it is for making cells...
