You go to the prisoner menu that you get on the file with all the graphs and things, and there should be a toggle that says to accept different levels of prisoner. Toggle it to off.

I don't see why we need women prisoners. This isn't Equality Architect..... :P I mean I guess it would be an addition to force you build different wings but at the end of the day, I don't think it would add anymore than a novelty factor.
