You will need game source code and some knowledge how to work with it. I advice you to ask for source code Chris or Mark, explain them why do you need that and promise you'll give it to no one else - maybe they'll give it for free. Maybe not, but you're not going to lose anything but couple of minutes on writing messages.

Depends on what kind of mod you are looking into making. Editing faction layout and unit graphics are pretty easy to modify however editing unit behavior and strength would require the Source Code.

I think I can help you there. I have completed the maps to the Korean escalation mod however I have not yet released it due to the uncertainty of basing it off current events that have the potential of becoming reality overnight.
