How about this?
How about a extension or something, where after the nuclear attacks you can sort out food rations and save the few survivours by managing evacuation and such.
Locate safer countries that were not involved in the war or had minimum damage and order your people there.
Like you are the pearson in the nuclear bunker that has to give out orders to the surviviours by loadspeaker up above.
Basicly a sort of defcon/management extension pack!

IV don't do sequels (with the possible exception of Multiwinia, which isn't really a sequel, anyway). There is not going to be a Defcon 2. Besides, even if there were a Defcon 2 (which there won't be, because everyone knows you can't launch nukes until Defcon 1), or an expansion, or anything like that, the whole point of Defcon is its stark simplicity. It is not meant to be a complex game with resource management and unit production and economies and such. Games like Civilization, Fallout, or Command and Conquer already fill those niches. If you had bothered to read the topics in the Think Tank, you might have even come to that realization. You didn't. Thus, the only worthwhile thing to say to you is:

Introversion have stated in the past that they have philosophical objections to sequels. Producing sequels would be a form of selling out. Thus, while I cannot predict the future, I do have some amount of evidence backing up my assertion that IV don't do sequels. So, while I cannot predict the future with 100% certainty, my position is better supported than the position of anyone who suggests that there will be a sequel to Defcon.

What, pray tell, is the difference between an expansion pack and a sequel? If my understanding of such a thing is correct, an expansion pack is something that a company releases which uses the same engine, but adds a little bit of extra functionality. Such things are generally released by companies so that they can make money off of very little work. In which case, that is selling out even more than a sequel is. Thus, it is even less likely.
Also, what you are talking about would require fundamental changes to the engine, so I don't see how you can call it an "expansion pack" rather than a "sequel."
