I think that a good improvement is to place ground unit such as battalion or armored division......

Azkaban: If you haven't already gathered, preferably search before you make suggestions to see it anyone has brought it up before. In short, the general consensus is that ground units would overcomplicate the game while adding little to it strategically.
IMHO- most nuclear wargames and scenarios imagineable are strategic in nature. The use of a few armored divisions or infantry units is pretty irrelavent when your slinging hundreds or thousands of 500kt + nuclear warheads around the world.
I agree with the other posters- trying to include ground units would muck things up a lot. Don't know what it would accomplish anyway.
There HAVE been tactical wargame simulations that involved local, limited use "tactical" nukes, but those were not the city-killers that a global thermonuclear war would use.
